【掟貨離港】移民賣樓激增4成 業主寧蝕讓套現

香港移民熱潮仍未減退,市民加快沽貨套現離港。據本報統計,今年第一季已知移民賣樓個案至少逾70宗,較去年同期激增約四成,其中3月移民盤更「日日有成交」,佔超過30宗,反映相關趨勢有所加快。其中,荃灣及青衣錄較多同類個案,部分業主更不惜低價甚至蝕讓出貨。
綜合市場資訊,相比去年首季市場逾50宗移民賣樓,今年市況進一步升溫,期內荃灣錄至少7宗同類沽樓個案,均屬減價貨。其中麗城花園錄兩宗同類成交,包括一宗筍價個案,屋苑1期2座低層E室,實用面積約644方呎,套三房單位,急劈82萬元後,以618萬元「兩房價」沽出,呎價僅約9,596元,為近一年呎價低位。
中原余俊文指出,該區過去兩個月的移民盤有增加迹象,以上述屋苑為例,現時有約230個買賣放盤,當中佔約20個為移民盤。
他指出,部分原已打算移居的業主,因香港疫情惡化而加快沽樓決定,加上區內多為上車人士或中產階層,套現壓力較豪宅業主大。另外,也有部分經已移居外地的業主,為避免被當地徵收物業稅而趕沽貨,一般願以較相宜價錢出售。
至於青衣區移民沽樓情況亦較為常見,首季同錄約7宗同類成交,包括一宗蝕讓急沽個案,單位為居屋青華苑B座高層8室,實用面積約363方呎,已補價自由市場成交價約435萬元,原業主持貨3年多帳面虧損約20萬元。
利嘉閣彭錦添指出,該區近月持續錄得移民盤成交,一般佔買賣比例約5%水平,但相比兩、三年前移民潮爆發初期逾一成水平已見回落。而青衣區本月成交加快,4月暫錄逾50宗成交,已超越3月全月水平,隨着市況轉旺,目前市場放售的移民盤議價空間並不算大。
此外,屯門、將軍澳及東涌等住宅區也有較多移民盤買賣,第一季錄至少4至6宗。而市區整體住宅成交相對為少,同類個案亦不及新界地區多,但仍有不少大型屋苑錄業主移民沽樓要損手離場,如藍籌盤鴨脷洲海怡半島及居屋王鰂魚涌康山花園,均有蝕使費的移民出貨個案。
事實上,本月移民賣樓趨勢持續,市場已知同類個案已有逾10宗,大部分為劈價、跌價或損手成交。如新界大型上車盤沙田第一城,屋苑7座中層C室,為實用面積約484方呎三房單位,早前以798萬元沽出,單位2018年10月買入價約800萬元,未計持貨開支帳面已虧蝕約兩萬元。

小知識:移英後沽貨或需付增值稅 最高28%

香港近年掀起移民潮,移居外地人數持續高企。據政府統計處數據顯示,過去3年香港人口淨移出量已逾13萬人。若成為外國稅務居民後再賣港樓,隨時要繳交價值不菲的資產增值稅項,所以不少業主都寧願沽樓離港。

統計處於2019年至2021年每一年的年底,共3次統計本港人口情況,期間累計淨流出多達13.38萬人,單是2020年已錄得9.64萬人淨流出,至於2021年淨流出臨時數字則為2.73萬人。有移民顧問公司預計,今次移民潮短時間內仍會持續。
事實上,有能力移民的香港人,大多在本港已持有住宅物業或其他資產,若選擇保留物業,將來買賣時需繳付資產增值稅,後人繼承物業時,亦需繳付遺產稅項。
以英國為例,會向稅務居民收取高達28%的資產增值稅,並以資產的買入價計算,對持貨20至30年的「長情業主」而言,稅款甚為沉重。
子女繼承物業先繳遺產稅
如移民人士持有的物業於20年前以100萬元入市,在移民外地兩年後以1,100萬元賣出,會以這22年間該物業的增值金額,亦即以1,000萬元徵稅。資產增值稅的稅率視乎納稅人的收入屬哪一個稅階,較低收入的稅率為18%,較高收入的稅率為28%,稅款分別高達180萬元或280萬元,屆時賣樓利潤將大減。
此外,即使業主選擇繼續持有物業不賣,並希望將來物業傳承至下一代,子女亦有可能要繳交遺產稅後才能繼承財產,超過免稅額部分,被徵收的稅率可高達40%。
若移民後仍想透過放租香港物業賺取租金收入,雖可補貼移民後的日常開支,但若在英國等地,都採取全球徵稅措施,即是在這些國家以外持有物業收租都要付入息稅,故考慮是否保留港樓收租時,除要着眼於租金回報外,都要計清楚持有物業帶來的相關稅項,以及日後的維修費用。

港人移民台灣人數大跌 今年首2個月減四分一

港人移民台灣難上加難,早前有移民公司透露,台灣因政治問題,收緊對香港公務員的申請審查。根據台灣移民署公布的最新統計顯示,今年1月及2月的港人居留及定居許可人數,共有1,485人,較去年同期減少了25%。
有移民顧問表示,數字反映台灣當局正收緊對港人移民的審批,且去年收緊定居許可審查後,港人無論依親或投資移民,到台居留1年後均未必取得身份證。
台灣的內政部前年8月在《香港澳門居民進入台灣地區及居留定居許可辦法》內增設條文,列明若申請者為現任和曾任大陸行政、軍事、黨務或其他公務機構、以及大陸在港澳投資的機構或新聞媒體的職員時,台灣當局將不予其許可居留。
