內地著名法律學者、北京大學法學院教授賀衛方近日公開撰文呼籲，全國人大啟動憲法程序，緊急設立特別委員會介入調查高鐵事故，並全程公開、允許電視台直播聽證，才能取信於民！賀衛方呼籲包括港區人大代表范徐麗泰等多名全國人大常委，聯名提出議案啟動調查行動。
賀衛方指，由鐵道部調查溫州高鐵慘劇實難以服眾，而內地高鐵和動車頻繁出事，其發展速度及技術可靠程度令人憂慮。他指，根據八二年頒布的憲法第七十一條，全國人大和全國人大常委會在必要時可組織針對特別問題的調查委員會，只要十名常委聯名，便可提請成立調查委員會。成員包括人大代表、相關領域的權威專家和學者，一切有關的國家機關、社會團體和公民都必須提供必要材料。但近卅年來，這機制猶如「睡美人」，沒有啟動過一次。
根據規定，議案提出這可以是國務院等機構，也可以是常委會十名以上常委。賀認為，若全國人大是次能設立委員會介入調查，將是憲政史上重要里程碑。有關呼籲引起內地網民廣泛關注。
